Gov. Gavin Newsom said the process would include making new maps available to voters and asking them to approve the redistricting plan during a special election held on Tuesday, Nov. 4.

The governor plans to go through the Legislature to usher in a map with more Democratic seats if Texas tilts its map to the right, according to a person with knowledge of Newsom’s thinking.

The president’s party wants to add five safe seats in a red state, and his opponents are still at odds over whether to bring a proverbial knife to the gunfight.
