Trump's dispatch of the Army's top official to Ukraine was cast by the administration as a fresh approach to ending the conflict.

The administration is renewing efforts to end the war, pitching a revised ceasefire proposal and giving a top military official an unusual diplomatic assignment.

"It’s very easy to draw the wrong conclusions from the war in Ukraine," Drummond said, referring to slow progress on the front line, adding that a future conflict with a reconstituted Russian armed forces would be "fast paced" with a greater use of air power in the opening weeks.

Closer to the frontline, schedules were changed and some trains cancelled as strikes have become more regular. In the northern border region of Sumy, the railway company announced on November 13 that it would reduce the number of trains departing from the town of Konotop while adding more carriages to the remaining trains.
