NAVY UNDERSECRETARY: The Senate has confirmed the nomination of Hung Cao to be the Navy’s Under Secretary. Cao unsuccessfully ran for a Virginia Senate seat last year, after three decades as an officer in the Navy that included deployment in the Iraq and Afghanistan wars. The vote, on Oct. 1, was 52 yeas to 45 nays.
